CALL TO ORDER BY CHAIRPERSON TOM SUTTER

STATE HISTORICAL SOCIETY RECOGNIZES CENTER VALLEY SCHOOL PRESERVATION GROUP:
Chairperson Sutter advised that the Wisconsin State Historical Society has recognized the Center Valley School Preservation Committee, including our own Jack Voight, for it’s renovation of the school and it’s preservation of archives.
OTHER LOCAL EFFORTS TO PRESERVE VALLEY HISTORY:
Sutter acknowledged that he personally does presentations on Wisconsin History to 4th Grade Classes in the area. He has received excellent response.
AHS PUBLIC RELATIONS EFFORTS SUCCESSFUL:
Christine Williams, our Communications Director, and her committee have been doing a great job getting the word out on our group. The November 12, 2010, Post Crescent reported on tonight’s meeting.

PERMANENT MEETING LOCATIONS STUDIED & ACTED UPON:
The Appleton Public Library has been a good meeting location for a fledgling group. Due to the inability to reserve a permanent meeting time and some parking issues, the Planning Committee has been studying other potential sites:
One of the sites researched was the Atlas Coffee Mill. Karen Moderson made an initial contact with Sue Bogenschutz, Co-Owner. On November 12th, Karen and Mark Moderson, Williams and Richter met with Bogenschutz at her restaurant:
A. We toured their Private Meeting Room and their main dining area, both of which are potential meeting locations.
B. Their restaurant closes at 4:00 p.m. Monday through Thursday, but food or just refreshments would be available.
C. Bogenschutz offered all facilities at no fee and some permanent display space for our group too.
PLUSES: Historic site, scenic view, ample free parking, regular meeting date and time, display space, accessibility of food and drink.
A second river front site was also visited on the 12th. The group met at the Paper Discovery Center with it’s Executive Director David Lee. Since it is in the same complex as the Atlas Coffee Mill similarities exist:
A. We toured and received orientation on their entire facility.
B. We were then guided to their large Private Meeting Room in their lower level. This is accessible by a private door on the east side of the building.
C. Lee offered all facilities at no fee and some permanent display space for our group too. Unfortunately Lee is retiring in the beginning of 2011, so a permanent setup would have to be aired with his successor.
PLUSES: Historic site, scenic view, ample free parking, regular meeting date and time, and display space.
The Committee recommends moving to the Atlas Coffee Mill and meeting in their main dining area as soon as possible. Future linkages with the Paper Discovery Center should be left open. General membership supported committee’s recommendation, and agreed to do so beginning with the February 2011 meeting.

CHRISTMAS PARADE-“Christmas at Conkey’s”:
Sutter reported on plans for “Christmas at Conkey’s”. We will open the old store up to the public for cookies and
hot chocolate prior to the start of the Christmas Parade. Sutter will dress in 1860’s period clothing and personally
read Christmas stories to children that assemble.
A. The Moderson’s, Richter and Sutter will provide historical displays.
B. Hot Chocolate will be coming from Michiel’s restaurant.
C. Cookies and candy will be provided by member and local retailer donations.
D. Jack Voight will appear on WHBY on 11/19/10 at 12:50 to talk it up.
E. Sutter will make final arrangements and looks for volunteers for all aspects.
UPDATE ON HISTORY FAIRS AT APPLETON DOWNTOWN WINTER FARM MARKETS:
Richter had submitted a formal, written, request to ADI’s Winter Farm Market to put on two History Fairs in the first quarter of 2011:
We had requested two dates: January 29, 2011, and March 19, 2011, belatedly Market management advised we could not meet on the 29th due to the Annual Chili Cookoff being in the same room as we would use. January 22nd or February 5th were offered as alternatives.
A. We expect to be in the Cafeteria on the first floor of the City Center.
B. We will setup 6 to 8 eight foot tables, with tables tentatively assigned as follows: (1) Information on the Appleton Historical Society including membership applications; (2) Brian Schneider who will have a display on how to computer scan pictures and other artifacts into your home computer; (3) Linda Muldoon on 3 historic Appleton Neighborhoods; (4) Tom Sutter with his historic maps display; (5) Jim Krueger with pictures and artifacts; and (6) 3 tables for different displays by members with Appleton antiques and archives;
Muldoon suggests we advertise for people who have collections and are interested in displaying at one or both of the events.
The February 5th date was agreed upon and Richter directed to schedule.
SPECIAL GUEST INTRODUCED:
Jane Azzi introduced Lawrence University’s new Archivist. Erin Dix is a Waukesha native and looks forward to working closely with our group.

PROGRAM SPEAKER – Arnold Nettekoven, “Appleton’s Law Enforcement History” and “Appleton Police Benevolent Association Police Museum”:
A. City of Appleton Police Department summary:
1. 1857 started with a City Marshal.
2. 1869 City formally established a Police Department.
3. 1871 changed Department leader title to Police Chief which was maintained until 1929.
4. 1887 the Police and Fire Commission was appointed.
5. 1889 we had a new keeper of the Poor Farm on W. Wisconsin Ave.
6. 1891 all of the officers walked the beat.
7. 1900 City got it’s 1st patrol wagon (team with wagon).
8. 1911 the first motorcycle acquired so it’s rider could write tickets.
9. 1924 Department hired it’s first female officer as an extra officer, her name was Mildred Gardner.
10. 1926 first Appleton Police Officer died on duty.
11. 1930’s any dogs caught running loose were shot and in the 30’s as many as 30 dogs were shot in one day.
12. 1925 Appleton became the first City with a snowmobile.
B. Nettekoven’s experiences with the Appleton Police:
1. Arnie joined the APD in 1960 and retired in 1990.
2. In his years of service 9 out of 10 people he has put in Prison he
has found, would speak to him and rationally upon their release.
Conversely those he wrote a speeding ticket will hate the officer
for the rest of their lives.
C. The APBA Museum:
1. Was founded in 1995 by Retirees Arnold Nettekoven, Ray
Reimann, Mark Moderson, and R. Recker.
2. All types of police memorabilia were collected – most donated.
3. The collection includes badges, patches, photos, uniforms,
weapons, books, night sticks and saps, handcuffs, police
equipment and various uniforms.
4. Many items on display in showcases in the lower level of APD.

ANNOUNCEMENT – City of Appleton Historic Preservation Awards

The City of Appleton Historic Preservation Committee invites you to participate in the nomination of property owners of residential and non-residential property who have taken care to preserve the property or have undertaken restoration or revitalization projects that have restored, rehabilitated, and/or preserved a part of the City’s historical resources. Two types of certificates will be given each year, one for Stewardship and one for Historic Preservation/Restoration.

If you would like to submit a nomination(s) for the Stewardship or the Historic Preservation/Restoration Certificate, you may pick up a nomination form at City Hall in the Community Development Department or across from the cashiers (located on 1st floor of City Hall) or online at www.appleton.org (under Department of Community Development Quick Links Historic Preservation).
